Research and Public Discussion
The conference will present the first outcomes of a methodology for listening to groups of young people, within the scope of cultural citizenship themes. The consultations will take place in Portugal (PT), Poland (POL), Slovenia (SLO) and Germany (GER) and are part of a process of collaboration between several institutional actors. Among these actors, we highlight government representatives from several European countries and European organisations and networks linked to the cultural and educational sectors.
The process had several previous steps, including the conference "From democratisation to cultural democracy: rethinking institutions and practices", held in Porto Santo, Madeira, on 27 and 28 April 2021, organised in the context of the Portuguese Presidency of the Council of the European Union. This conference presented the "Porto Santo Charter - Culture and the promotion of democracy: towards a European cultural citizenship", promoted by the National Arts Plan and elaborated through a participatory and collaborative methodology.
The current moment is that of listening to young people for the enrichment of this Charter and other subsequent activities. The results of the youth consultation will feed into the discussions of the Conference, as well as an addendum to the Porto Santo Charter, expressing the perspective of young people.
A3S was invited to design, develop and implement the methodology of this consultation in Portugal, sharing it with counterparts in the three other countries mentioned, who will replicate it by adapting it to their specific contexts.
The results of these consultations will be analysed by the working groups that animate this broader process of elaborating European policies on cultural citizenship, namely by representatives of ENO - European Network of Observatories in the arts and cultural education field.
The elaboration and implementation of this methodology is an experimental process that, once evaluated, can be the basis for designing future methods for consultations in the processes of reflection, debate and elaboration of cultural and educational policies.

A conferência apresentará os primeiros resultados de uma metodologia de escuta de jovens, no âmbito de temas relacionados com a cidadania cultural. As auscultações terão lugar em Portugal (PT), Polónia (POL), Eslovénia (SLO) e Alemanha (GER) e enquadram-se num processo de colaboração de diversos atores institucionais.
Entre estes atores destaque para representantes governamentais de vários países europeus, bem como organizações e redes europeias ligadas aos sectores culturais e educativos.
O processo passou por diferentes fases, entre os quais a realização da conferência “Da democratização à democracia cultural: repensar instituições e práticas”, realizada em Porto Santo, na Madeira, nos dias 27 e 28 de abril de 2021, organizada no contexto da Presidência Portuguesa do Conselho da União Europeia. Nesta conferência foi apresentada a “Carta do Porto Santo - A cultura e a promoção da democracia: para uma cidadania cultural europeia", promovida pelo Plano Nacional das Artes e elaborada através de uma metodologia participativa e colaborativa.
O momento atual é o de auscultação de jovens para o enriquecimento desta Carta, bem como o de outras atividades subsequentes. Os resultados da auscultação de jovens alimentarão os debates da Conferência, bem como uma adenda à Carta de Porto Santo, expressando a perspetiva da juventude.
A A3S foi convidada a conceber, elaborar e implementar a metodologia desta auscultação em Portugal, partilhando-a com congéneres dos três países referidos, que a replicarão adaptando-a aos seus contextos específicos.
Os resultados das auscultações serão objeto de análise dos grupos de trabalho que integram este processo mais amplo de elaboração de políticas europeias de cidadania cultural, designadamente por representantes da ENO - European Network of Observatories in the field of arts and cultural education.
A elaboração e implementação desta metodologia é um processo experimental que depois de avaliado poderá ser a base para desenhar futuras metodologias de auscultações no âmbito de processos de reflexão, debate e elaboração de políticas culturais e educativas.
