A Portuguese Presidency of the Council of the EU initiative
Taking advantage of the moment in which Portugal assumed the Presidency of the Council of the European Union in 2021, intense networking was carried out with representatives of the EU Member States and with various European networks and organizations involved in the design of Culture and Education policies. More than 16 European organizations and institutions from all areas of Culture were directly involved, as well as representatives from 17 EU member states and Norway.
The Porto Santo Charter, a document about the relevance of Arts and Culture in the promotion of democracy, is the product of these discussions, and will be presented on April 28th at 2:00 pm by the Minister of Culture, Graça Fonseca, and by the Commissioner for the National Plan for the Arts, Paulo Pires do Vale, at our conference in the beautiful island of the Madeira Archipelago, one of the most peripheral places in Europe.
The National Plan for the Arts
The National Plan for the Arts (NPA) is an initiative of the Portuguese governmental areas of Culture and Education created for the 2019-2029 timeframe. It is a task force working with local governments, higher education institutions, schools, artists, cultural and arts organisations, private entities and civil society, with the aim of giving a central place to arts and heritage in our daily lives – especially for children and young citizens.
The mission of the NPA is to promote social transformations through the educational power of arts and heritage in the lives of citizens.
The NPA Strategy/Manifesto for the first five years (2019-2024):
- favours a systemic approach to society, assuming the specificities of each territory and opening it to global cultures and universality;
- proposes a transdisciplinary approach, recognising that arts and heritage are essential for all disciplines, not only for artistic expressions.
- assumes schools as cultural centres and cultural institutions as educational territories. The paradigm that this strategy proposes is Cultural Democracy: for all, with the participation of each one.
