We can live in a democratic state and yet cultural institutions, like other dimensions of community life, remain uninvolved. How can democracy be guaranteed in the cultural sphere? What power relations are established in cultural institutions and practices? What does it mean to share authority? How do institutional leaders treat publics: as consumers or as collaborators? Can the relationship with arts and heritage help to emancipate people? Do institutions value the interests and needs of citizens, give them a voice, respect the diversity of cultural practices and the representativeness of different communities in their programming? What impact do cultural institutions have on the democratic health of a community?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a time when the cultural sector, artists and institutions have been and continue to be brutally affected by the consequences of the pandemic, the Porto Santo Conference wants:<\/p>\n\n\n\n<ul class=\"is-style-none mb-0 pb-0 mt-0 pt-0 wp-block-list\"><li>a) To promote a cultural vision that values pluralism, knowledge of the public, inclusion, participation, social cohesion and citizenship, thinking strategically about the role of the intersection of Culture and Education policies;<\/li><li><\/li><li>b) Encouraging the development of cultural institutions in educational territories and of educational institutions in cultural centres;<\/li><li><\/li><li>c) Reflecting on how cultural institutions and their processes contribute (or not) to a more democratic and free society; how they promote access to cultural fruition and production;<\/li><li><\/li><li>d) Develop a conceptual framework and practical recommendations addressed to the various sectors of action (governments, institutions and civil society) to guide more inclusive and plural cultural practices, valuing cultural diversity and the production of communities that are often marginalised;<\/li><li><\/li><li>e) Critically debate the possibilities and challenges of the relationship between arts, heritage and digital media;<\/li><li><\/li><li>f) Publish a key document, the &#8220;Charter of Porto Santo&#8221;, establishing guiding principles and recommendations to promote democracy at the heart of cultural institutions and allowing for greater participation and emancipation of citizens.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The conference, which will have a hybrid format (face-to-face and digital), will count with the presence of national and European policy makers, from the areas of Culture and Education; with two of the most influential philosophers of our time, Jacques Ranci\u00e8re and Chantal Mouffe; with the specialist in the relationship between arts and education, Maria Acaso; with personalities of reference in the reflection on post-colonialist and inclusive cultural institutions, Wayne Modest and Maria Lind; with speakers recognised for their experience in the relationship between the arts, heritage and digital territories; with the presentation and reflection on the &#8220;artivist&#8221; practice of the Cuban artist Tania Bruguera and other artistic projects that help us think about the relationship between art and the community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the closing of the Conference, the &#8220;Charter of Porto Santo&#8221; will be presented: a guiding document, with principles and recommendations that promote a full cultural citizenship, and that results from a participatory process, taking place since the beginning of March, gathering contributions from meetings with representatives of the EU Member States and European non-governmental artistic and cultural networks and organizations. Thus, it is a document in which the content and the formal process of its construction are in harmony: cultural democracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the week prior to the conference, the National Plan for the Arts will organize, in Porto Santo, a Training Action for teachers, mediators and cultural agents on the theme &#8220;Education and cultural democracy&#8221;, focusing on the principles and practices of cultural citizenship and its inclusive and motivational potential. This activity is part of the &#8220;Porto Santo School&#8221; project, a partnership of the National Plan for the Arts with the Regional Government, Porto Santo Municipality and Porta 33 Association, with the purpose (already underway) of adapting a primary school, designed by the modernist architect Ra\u00fal Chor\u00e3o Ramalho, to become the headquarters of thought and artistic residences, with an impact on the local community. The Porto Santo Conference is another step in the implementation of this measure of the National Plan for the Arts strategy: it is the beginning of the constitution of the announced working group, based in Porto Santo School, to regularly debate cultural and educational policies.<\/p>\n\n\n\n<div style=\"height:24px\" aria-hidden=\"true\" id=\"12-abril-pt\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-coblocks-highlight\"><mark class=\"wp-block-coblocks-highlight__content has-text-color has-white-color has-background\" style=\"background-color:#73c6fa\"> <strong>&#8211; vers\u00e3o em portugu\u00eas &#8211; <\/strong><\/mark><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"line-height:1.4;font-size:16px\"><strong>Por ocasi\u00e3o da Presid\u00eancia Portuguesa do Conselho da Uni\u00e3o Europeia, a convite do Minist\u00e9rio da Cultura e em colabora\u00e7\u00e3o com o Governo Regional da Madeira e a Associa\u00e7\u00e3o de Promo\u00e7\u00e3o da Madeira, o Plano Nacional das Artes, em articula\u00e7\u00e3o com o GEPAC, est\u00e1 a organizar a \u201cConfer\u00eancia do Porto Santo\u201d. <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"line-height:1.4;font-size:16px\"><strong>Intitulada \u201cDa democratiza\u00e7\u00e3o \u00e0 democracia cultural: repensar institui\u00e7\u00f5es e pr\u00e1ticas\u201d, ter\u00e1 lugar na ilha do Porto Santo, na Madeira, nos dias 27 e 28 de abril, e ser\u00e1 ocasi\u00e3o para debater o significado, hoje, de \u201cdemocracia cultural\u201d, e para transformar a periferia insular num centro de reflex\u00e3o e de irradia\u00e7\u00e3o de pol\u00edticas culturais para a Europa.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A democracia tem de ser uma preocupa\u00e7\u00e3o transversal a todos os sectores da sociedade. Podemos viver num estado democr\u00e1tico e, no entanto, as institui\u00e7\u00f5es culturais, tal como outras dimens\u00f5es da vida comunit\u00e1ria, permanecerem pouco participativas. Como garantir a democracia na esfera cultural? Que rela\u00e7\u00f5es de poder se estabelecem nas institui\u00e7\u00f5es e nas pr\u00e1ticas culturais? O que significa partilhar a autoridade? Como tratam, os respons\u00e1veis institucionais, os p\u00fablicos: como consumidores ou como colaboradores? Pode a rela\u00e7\u00e3o com as artes e o patrim\u00f3nio ajudar a emancipar as pessoas? As institui\u00e7\u00f5es valorizam os interesses e necessidades dos cidad\u00e3os, d\u00e3o-lhes voz, respeitam a diversidade das pr\u00e1ticas culturais e a representatividade de diferentes comunidades na sua programa\u00e7\u00e3o? Qual o impacto das institui\u00e7\u00f5es culturais na sa\u00fade democr\u00e1tica de uma comunidade?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Num momento em que o sector cultural, os artistas e as institui\u00e7\u00f5es foram e continuam afetados brutalmente pelas consequ\u00eancias da pandemia, a Confer\u00eancia do Porto Santo quer:<\/p>\n\n\n\n<ul class=\"is-style-none wp-block-list\"><li>a) Promover uma vis\u00e3o cultural que valorize o pluralismo, o conhecimento dos p\u00fablicos, a inclus\u00e3o, a participa\u00e7\u00e3o, a coes\u00e3o social e a cidadania, pensando estrategicamente sobre o papel da intersec\u00e7\u00e3o das pol\u00edticas de Cultura e Educa\u00e7\u00e3o;<\/li><li><\/li><li>b) Encorajar o desenvolvimento das institui\u00e7\u00f5es culturais em territ\u00f3rios educativos e das institui\u00e7\u00f5es educativas em polos culturais;<\/li><li><\/li><li>c) Refletir sobre como as institui\u00e7\u00f5es culturais e os seus processos contribuem (ou n\u00e3o) para uma sociedade mais democr\u00e1tica e livre; como promovem o acesso \u00e0 frui\u00e7\u00e3o e \u00e0 produ\u00e7\u00e3o cultural;<\/li><li><\/li><li>d) Desenvolver um quadro conceptual e recomenda\u00e7\u00f5es pr\u00e1ticas dirigidas aos v\u00e1rios setores de atua\u00e7\u00e3o (governos, institui\u00e7\u00f5es e sociedade civil) para orientar pr\u00e1ticas culturais mais inclusivas e plurais, valorizando a diversidade cultural e a produ\u00e7\u00e3o de comunidades tantas vezes marginalizadas;<\/li><li><\/li><li>e) Debater criticamente as possibilidades e os desafios da rela\u00e7\u00e3o entre as artes, o patrim\u00f3nio e os meios digitais;<\/li><li><\/li><li>f) Publicar um documento-chave, a &#8220;Carta do Porto Santo&#8221;, que estabele\u00e7a princ\u00edpios orientadores e recomenda\u00e7\u00f5es para promover a democracia no cora\u00e7\u00e3o das institui\u00e7\u00f5es culturais e que permitam uma maior participa\u00e7\u00e3o e emancipa\u00e7\u00e3o dos cidad\u00e3os.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A confer\u00eancia, que ter\u00e1 um formato h\u00edbrido (presencial e digital), contar\u00e1 com a presen\u00e7a de respons\u00e1veis pol\u00edticos nacionais e europeus, das \u00e1reas da Cultura e da Educa\u00e7\u00e3o; com dois dos fil\u00f3sofos mais influentes do nosso tempo, Jacques Ranci\u00e8re e Chantal Mouffe; com a especialista na rela\u00e7\u00e3o entre as artes e a educa\u00e7\u00e3o, Maria Acaso; com personalidades de refer\u00eancia na reflex\u00e3o sobre as institui\u00e7\u00f5es culturais p\u00f3s-colonialistas e inclusivas, Wayne Modest e Maria Lind; com oradores reconhecidos pela experi\u00eancia na rela\u00e7\u00e3o entre as artes, o patrim\u00f3nio e os territ\u00f3rios digitais; com a apresenta\u00e7\u00e3o e reflex\u00e3o sobre a pr\u00e1tica \u201dartivista\u201d da artista cubana T\u00e2nia Bruguera e de outros projetos art\u00edsticos que nos ajudam a pensar a rela\u00e7\u00e3o entre a arte e a comunidade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No encerramento da Confer\u00eancia, ser\u00e1 apresentada a \u201cCarta de Porto Santo\u201d: um documento orientador, com princ\u00edpios e recomenda\u00e7\u00f5es que promovam uma cidadania cultural plena, e que resulta de um processo participativo, a decorrer desde o in\u00edcio de mar\u00e7o, recolhendo os contributos de encontros com representantes dos Estados Membros da UE e de redes e organiza\u00e7\u00f5es art\u00edsticas e culturais n\u00e3o-governamentais europeias. Deste modo, \u00e9 um documento em que o conte\u00fado e o processo formal da sua constru\u00e7\u00e3o est\u00e3o em sintonia: democracia cultural.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Na semana anterior \u00e0 confer\u00eancia, o Plano Nacional das Artes organizar\u00e1, no Porto Santo, uma A\u00e7\u00e3o de Forma\u00e7\u00e3o para docentes, mediadores e agentes culturais sobre o tema \u201cEduca\u00e7\u00e3o e democracia cultural\u201d, centrada nos princ\u00edpios e pr\u00e1ticas da cidadania cultural e o seu potencial inclusivo e motivador. Esta atividade inscreve-se no projeto \u201cEscola de Porto Santo\u201d, uma parceria do Plano Nacional das Artes com o Governo Regional, o Munic\u00edpio do Porto Santo e a Associa\u00e7\u00e3o Porta 33, com o prop\u00f3sito (j\u00e1 em curso) de adaptar uma escola do primeiro ciclo, desenhada pelo arquiteto modernista Ra\u00fal Chor\u00e3o Ramalho, a sede de pensamento e de resid\u00eancias art\u00edsticas, com impacto na comunidade local.
